Improvement loop
A runbook is always wrong; what matters is how fast it gets less wrong. This release builds the loop that corrects it.

> [!lookalike]block records what a symptom also resembles, and how to rule it out. - A reviewer skill. Reads a runbook and its captured notes and suggests classified changes: a step to fix, a lookalike to add, a fact to generalise, or a note that is not the runbook's job. It suggests; you edit.

served to a remote reviewer at
/api/runbooks/v1/notes. - Run outcomes. Completed, reopened or skipped per step across runs: described, never scored.
